oops I've assumed it's a CVT. Early units were 3 speed and if that doesn't change up it may be the Governor gear. It is accessible under a cover on the top of gearbox. remove cover and check to see if Governor spins. If it does then the gear is stripped and no upshift will occur. Withdraw unit after removing Governor shaft locating bolt. I've also had a later import model with a 4 speed in it.

This is a CVT and therefore doesn't change gear like a proper auto. Do you mean it doesn't change ratio?
