The picture looks blurred and the lens won't go back in as it should?

My camera is out of guarantee and the local Jessops store won't touch it. The lens stays out when the camera is switched off and the pictures look blurred through the viewfinder. the only way to get the lens back in is to take the battery out, this didn't work the last time I tried. It's a Samsung L313 anyone out there have any ideas.
