Tarmacadam?

I've had the usually callers needless to say who.

Sor your drive needs re-surfacing and we have just the right amount left over from a job.
Me: How do you propose to do it.
Seal the auld and lay the new.
Me: But that will lift on the first heavy frost as the old is lifting in places.
No Sor it's new method we seal the auld and the new tarmac is water and frost proof so won't lift.
Me : Bull then why do councils still insist road bitmac is burnt off.
Sor that's the auld method we use the new method.
It's £800 Sor a big drive isn't it. And no doubt that price would go beyond £1000 during works.
Me: Yes and your not going to re-surface it unless its burnt off first.
But Sor I've tauld you it's a new method it won't lift.

Now having worked on road works for telecomunications construction side I know you can't lay 6mm steaming bitmac[ no doubt full of water which was on the lorry] over old bitmac without problems of lifting I've never heard of 'Sealing' old and effectively laying new over it, I say it WILL lift away from the old.
70yrs old and still active I'm going to do it myself hiring a wet roller.
Now who's right him or me.
Burn off coat with adhesive lay new roll in.
Him new method lay new over sealed old.
Last job I've seen them do daffodils and dandylions grew through the tarmac the following spring after laying it straight on the ground.
