it is probabaly jammend up , tip the washer back ,you will have to , remove the pump from the rear of the filter , there are three screws holdin it on to the housin , make sure u have a bowl when u remove

first you get a replacement filter/cap.
you then use a pair of pliers on the damaged old one to remove
