the element on this model is a dual element so if one side has failed low heat will be acheived

It will be a failed element as you stated or possibly the high temperature trip that has failed. These are small metal and round usually with a blob of paint on them and found in the power supply to the element. Use a multimeter to perform a continuity check on your suspect element and the trip/trips.
