I have been told that limescale is causing my toilet not to flush away wast?

i am currently experiencing the same problem, and on lifting the manhole found the soil pipe to be built up with limescale.My planned solution is to block the soil pipe exit with a balloon and flood the length of pipe back to the toilet with a descaling acid.
