Mend Bass Out Sound

How to adjust the booming bass out of my TV sound. ?

On some channels I get an uncomfortable bassy, booming sound. The voices sometimes have an echo.
This started when the old neighborhood meters were replaced with new ones. Could it be a problem with my converter box? How can I adjust this. Thanks for any help you can provide.
