headlights flash for approx 20 seconds ?

after checking some fuses my headlights started flashing for approx 20 seconds, now when i start the car they start flashing and when i turn the engine off and get out of the car they start up again for about 20 seconds and my red alarm warning light keeps flahing when i`m in the car driving
