Mend Samsung SR-S2028CSS Refrigerator Water Dispenser Filter

How can I fix SR-S2028CSS water dispenser?

The water filter had not been replaced for a while, and it started to produce blackish water. We replaced the filter on the mains water line and turned the fridge off and on again and the green indicator light is on but no water is being dipensed./
