Firstly,
Is the fan cutting in when it gets hot? If not repair the fault so that it does.

If the fan is working properly:
How old is the anti-freeze mixture? If old drain it out, flush the system thoroughly, make sure you include the radiator, and refill will fresh anti-freeze solution.
