murray dosent want to fire over,it just spins over and its not tempting start,could it be the solenoid?

Does this engine have a spark? is there fuel getting to the plug? it is not an issue with the start solinoid, however if it has an after fire solinoid under the carb float chamber this can cause issues if mal functioning
