Mountfield Empress SP16 running rough?

My Empress lawnmower after years of faithful service is running rough, has no oommph, is like is running too rich, there is no acceleration and point it at a slope and it cuts out, have checked and cleaned out air filter and cleaned spark plug (was quite black). any ideas?
