How can i fix my panasonic tv TX-W28R4DP?

When i switch it on it goes on standby and when i press a channel on the remote it sounds as if its going to go on and then goes straight off again to standby. If i turn the standby off on the remote it goes off and then comes straight back on to standby on its own. can you tell me whats wrong?

Expect to pay about £60.00 for the repair if it's the above.
