why wont belt stop on wheel?

the belt comes of the drum as soon as the motor starts to spin it

You don't say if you have just fitted a new belt or not!A belt will come off if it is too slack(like a fanbelt)or the motor and drum pulleys aren't lined up correctly.If you haven't touched anything and it started happening think about fitting a new belt,if you have been working on it chances are you haven't tensioned the belt or it is not lined up properly.Good luck.
