engine doesnt turn off?

i have a citroen picasso the engine starts and runs ok but when the key is taken out the engine still runs. the dash goes out and every thing appears to turn off as normal. you can rev the engine and it runs ok.
tried the key barrell and relay by the fuse under the steering wheel but no good.
