Mend Medway Water Heater No Hot Plumbing

how to fix mian medway water heater?

my water heater lights but stays burning when theres no hot tap open and when i open the hot tap all there is , is steam and no water.wot is causing this problem, i am a plumber and ive never come across this problem ?

if there is a long run of h/w pipe that is capped off and air has got in this will cause the burner to operate after the tap is turned off you will need to get rid of the air
