Why will my dipped headlights not switch off?

When using my headlights during a journey all is okay until I reach the end then when I park and turn off the lights everything goes out except the dipped beam lights and I have had to resort to removing the fuses on several occasions. The garage could not find a fault on inspection but it is still happening. Why might this be, any ideas please

Without knowing what car you have as you have failed to give us the basic information MAKE/MODEL/YEAR/ENGINE SIZE & TYPE the most likely cause is the dipped beam relay has failed in the energised state
