Toilet-Strange But True :(?

Kid clogged toilet, I unclogged-not sure if this is coincidence or not-but now tank is super sloowwww to fill up-however if I turn water to toilet off/on-it will fill up fine until of course the next flush, then we repeat process. Not an emergency, but a real pain :(
Any ideas would be greatly appreciated. Thank You.
