Mend Hotpoint DLL1550BALWH Glow Gas Model

Why won't the pilot element glow? Hotpoint Gas Dryer Model #DLL1550BALWH /?

The pilot element is not glowing but is ohms out and was replaced 3 months ago working fine since then. The clip it sits in show 126 volts where the leads connect to it but only 64 volts right where the element sits in it. Is this bracket some kind of resistor or do you think it is defective? Could it be timer related, sequencer? No sign of broken wires or connectors. Serial # RL300831H
