My 96 accord won't start?

I have a 96 accord that won't start.
From prior expirerience I think it might be the alarm system.
When I turn the key there are clicks in the engine compartment but not at the starter or selenoid.
It appears that all of the normal lights are lit on the dash when the key is in the on position
and the battery has a full charge.
This all occurd after there was no powery connection.er when we went to start the car and and we had to fix the battery connection.
If it is the alarm system, how do I turn it off? I do not have the key fob.
