Theres a small grill above the handbrake, it is a small plastic thing. If you take that of i believe you use a screw driver to push down on a toothed wheel situated near the pivot point of the handbrake, this will tighten the hand brake cable.

you need to strip the back brakes down to do this, for more help search for the mondeo enthusiasts group on the web. they have a great technical forum with a lot of freindly advice
