How to fix blurry picture on Daewoo Plasma 42in TV?

My tv Daewoo Plasma digital dream. I have digital cable, the picture is blurry, almost cartoon like. We have tried everything in the settings. Would an HD receiver correct that, or would it be a waste of money.
