POLO DEISEL 1.9 P REG?

Need help please,My Polo deisel 1.9 has a problem when I drive it.
When I keep a steady speed the engine jumps/misfires as if air is occationally going to the injectors.I can see when looking under the bonnet after I start the car small air bubbles going into the pump but I've been told it's normal.All pipes are tight,clean & sound.I have fitted a new fuel filter.The problem don't happen when I excellerate.
Could it be a faulty injector?

Found out today the fuel filter is almost empty of diesel.When I physically fill the filter the car is ok for a few miles,When I check it again it's back to being nearly empty.
any ideas please.

Must likely the timing is off on the engine. You should have this corrected and a new timing belt installed.
