Mercury 115 EFI 4 stroke?

I have power going to my motor but the tilt and trim will not function nor the starter. There is power going to it and when I try to use the trip I can here a clicking sound?
All fuses are good.
I may have short circuit but no fuses are damaged.
Is there a reset button anywhere?
