Mend Vauxhall Frontera 2.3TD Ideas Engine Start

over fuelling frontera 2.3td any ideas of cause?

vauxhall frontera 1995 2.3td engine seems to over fuel at start up and appears to be using fuel excessively.
engine runs fine just a bit smokey at times, not using oil,should the low pressure pump that primes the injection pump be running continuously ?
