Mend Start Gas Carburator

Flooding?

I start the HT3813 lawnmower, and the gas just keeps pumping. It actually blows the gas out of the exhaust. I have cleaned the carburator, and the float seems fine, but it keeps filling the carburator and the cylinders with gas.
Any advice?
