what is proper piano tuning technique?

we are attempting to restore an old piano. the exterior is completed and looks pretty good, however a couple of the keys are slightly out of pitch and the three foot pedals are not functioning as if they are just not connected. How do I tune the out of pitch strings and how do I gain access to the pedal connecting mechanisms. This is an upright grand and other wise has a wonderful sound.

As a fully trained tuner/restorer I agree totally with mdw but I think he could have been a bit more polite.

It's an extremely complicated business tuning a piano and takes years of training just to start with (and then years of experience). Do yourself a favour and get a GOOD piano tuner/technician in to tune the piano. You will be doing yourself a massive favour. There are plenty DIYers out there doing lots of things (sometimes better than the professionals (and I speak from experience) but this is not a job for a diyer believe me.
