Ford 6810 broken gear linkage?

I have a Ford 6810 tractor with a broken shaft that connects the High Low / Forward & Reverse gear shift that connects to the gearbox, have removed gear leaver cover to find the broken shaft and a second inspection plate just forward but cannot gain access to repair, do I have to cut the floor or remove the cap if it’s the second it looks very difficult.
