Bosch Exxcel slimline dishwasher?

Problem, no fill. testing found the sidetank has a top vent hole thro which water poured out to fill the baseplate and actuate the safety cut off switch.
Question should there be a permanment bung plug at the top of the side tank? or should I be looking for another problem.
