how can i fix cistern?

cistern keeps filling up to much and flows into toilet, and also makes a very loud noise whow cam i fix it.

I have replaced main dump washer to toilet. The cistern continues to allow a small stream of water into the cistern. When I lift the float arm, it stops. Do I have to replace the float system? Is there another way (washer or something)?

Adjust the water flow there must be adjustment somewhere on it all cistern valves have. Can't say how yours is adjusted can't see it. If you found it and it makes no difference then the inlet valve washer needs replacing.
