Of course it's blocked.
Lift the lid on the mahole the toilet feeds into to establish if it's either the manhole blocked or just the toilet feed out. if mahole full then check next mahole to see if the second manhole iif that is clear its between manhole if both are clear it's the toilet feed out. Drain rods and duck tape rubber gloves tape the joints of the rods including the tool joint.
Use the rubber disc plunger plunge until clear.
When roding/plunging turn the rods clockwise or rods even taped can come undone if you turn them anti clockwise.
Also get some caustic soda and mix a bucket of strong soda mix with hot water pour in to toilet when low, sometimes that clears it without the need to plunge. As all grey water [waste] feeds into the sewer manhole do not pour fats down kitchen sink that's the biggest cause of blockages in manholes as it cools and builds up in the traps.
