needle does not pick up thread?

hi my needle does not pick up the thread. I opened up the casing and notice that the needle descends to early and the latch misses the thread. I tried to push the latch but it always moves back so that the needle always now desends early. Is there a way to fix the timing to sync up the needle so that the latch will catch the thread???
