Samsung RS21 side by side F/F?

We had a power fault recently, and the F/F was running at reduced power (possibly around 120V, we have 3phase delta circuit in Norway). Now, the compressor gets hot, but doesn't run. Could it just be the relay/protection device attached to it? The prot device clicks off after a few seconds, but it's hot then. The "relay", dis-connected, measures 36.2 Ohms at room temp...anyone know if this is correct?
Could it be the capacitor? Hoping it's NOT the compressor!
