New TOPUPTV Cam and card do not produce?

Card fitted to Cam as per instructions & entered into
TV. Interface.
Chanel 16 (QVC) switched on for 1 hour and message on Chanel 34 says "Selected productnot tuned" and
"Not entitled to watch this program"
Repeated several times with diferent periods in chanel16 the last being for three hours.
Cannot enter the system.
WHY?????
