Mend Radiator Hot Told

Bedroom radiator which stays v.hot even when valve off?

I have a beedroom radiator which stays very hot even when the valve is turned as low as possible. I have been told that I can adjust some valve, on the left side of the radiator, to decrease the water going into the radiator. Can anyone help with this?
