Mend Cold Water Tank

How do you cure air locks in cold water tank?

I live in a flat with a very inaccesable cold water tank. I can only reach with one hand and I cannot see anything.
When I run water there is a loud vibrating noise which i presume is an air lock. If I move the ballcock to the right the noise stops. Is it possible to stop the ballcock moving from side to side?
Hope someone can help.

Sounds like te washer in the bal valve is on te way out, needs changing, might be better to change the whole valve.
