How can i fix my repeated blown fuse cause 94 ford escort?

there are 2 reasons:
1: your windshield wipers are blocked, perhaps by debris, perhaps by rust in the wiper joints or the motors themselves and/or:
2: your wiper wires have overheated and melted together with some other wires or the car hull.
