NO HEATING OR HOT WATER, THELIA 23E?

I have a saunier duval thelia 23e. pilot light is on but boiler not fireing up when water or heating is turned on.can hear the boiler running whenever w/h is turned on. I think it might be the control circuit board, but not sure. can anyone help.
