Assuming that both--the HOT and COLD water spigots are turned on--the HOT water valve may have failed.
During COLD fill--the temperature of the water is *controlled* by the thermistor and computer. Periodically--the HOT water valve will be activated during COLD water fill--to maintain the correct water temperature for proper detergent cleaning effectiveness.
Since detergent loses cleaning effectiveness at or below approx 68 F---the washer sensor will try to maintain a minimum temperature even if COLD wash / COLD rinse has been selected.
Test the HOT water valve function by selecting a HOT water wash cycle.
