how can i fix my ford 4000 hydraulics?

i got a ford 4000 and the the hydraulics do not work the pump works fine n got lots of pressure the filter is cleane its bin stud up for 2 years i think there mite be a DCV stuck somewhere but i dont no where it mit be or how meny there are any idears ??
