Mend Singer 6233 Sewing Machine Repair Needle

How do I fix an out of time issue on my singer 6233 sewing machine?

I have a singer 6233 sewing machine that I recently replaced a broken needle on. Since replacing the needle, the bobbin thread will not come up through the bottom plate when I turn the wheel.
