How can I free the chim on hand winding clock?

The clock has three winding slots on face of clock. The time works and winds down ok. The other two remains tight and do not wind down with the clock.

this is just a thought
if you have just received the clock, (the chimes maybe turned off internally) open the rear door on the clock and see if all the hammers are free to lift, if not, you will see a bar shaped device across all of the hammers lift this bar up and completely out of the way Westminster chimes should correct themselves within a couple of hrs.
