what is a power rack and is it easy to replace on a 97 impreza?

sounds like you mean a power steering rack, not too difficult to replace, its connected by 2x mounting plates to the front subframe, the track rod ends are connected to the hub, the steering knuckle joint will connect it to the steering column, and then there are 2x power steering fluid lines. However if you had to ask what one was i would not suggest you try to change it yourself.
