How can I stop my RS21 NCSV fridge/freezer from freezing up?

I have had the drain heater replaced on my SAMSUNG fridge/freezer RS21 NCSV but for the last couple of months I have had to de-ice it every two weeks. I wondered if it was the temperature sensor that was faulty but if it was, wouldn't the temperature display change/fluctuate from the constant 7 degrees.
