The inlet manifold on my 1999 2.2 diesel DTI is full of a semi dry oily mess. What would cause this ?

Make sure you do not overfill the engine with oil, try to keep it a bit below the full mark on the dipstick.

Oil vapour from the turbocharger....don't worry about it unless your car is producing loads of smoke.
