Shear Pin of 86" 3 pnt hitch Snow Blower?

Hello,

The shear bolt on the snow blower has broken. I've removed the pto drive shaft and can see the bolt through the drive shaft of the snow blower. I've attempted to tap it out with a hammer and a punch, but there seems to be something holding it in place. Is there a pin I need to remove before the rest of the shear bolt will come out?
