I also have a used hobbylock 797 the instructions say to set the stictch length to depress the feed dog and turn the tension wheel but when I do this the wheel doesn't move unless I take the screw out. I am guessing this isn't correct?? Any one have this problem?
The manual says to adjust the stitch length press the main feed dog stop fully down and hold it. Turn hand wheel in the direction indicated by the arrow untill the feed stop locks into place. Keep the main feed dog stop pressed down! When I try to move the hand wheel it will not move.
Maybe this is a little clearer?

But the wheel doesn't turn to different lengths is there a trick to it?

To adjust the stitch length you should not touch any other dial than the stitch length dial
