Toilets never leak around the base - they leak from higher up and the water collects around the base.
If it's a close-coupled Cistern / WC the join between the two sometimes leaks a bit when it's flushed. At the back pointing downwards will be two bolts with wing nuts - one each side. You can often fix this type of leak just by tightening the wing nuts - there's a big round squidgy washer that makes the seal - called a donut washer - tightening the wing nuts pulls a metal plate down onto the donut washer squashing it a bit more.
