Mend Vauxhall Frontera Fuel

1998 vauxhall frontera 2.5 diesel?

bleed of pipes keep blowing off, i have tried to blow through the fuel return pipe to see if it was clear, but get resistance even tried a foot pump with no luck, i suspect the return pipe could be blocked, could someone confirm this or give me some idea what to do next please, without having to remove fuel tank thanks.
