how do i set the timing on a ford transit diesel?

the ford transit 97 diesel is hard to start in the mornings and it is very smokey. when it is started then it starts as it usually should. what setting do i set the pump to, the left or the right, to tighten the belt on the slide pulley? the pump is a bosch pump and the colour of the smoke is blue.
